    Usually leggings are made out of fabric that has a stretch to it because leggings are form fitting. Just be sure that the calf/ankle is wide enough so your foot will fit through the leg and that the pant leg is not skin tight or you will not be able to move. Now, to answer your question. The waist has to be big enough to fit over the widest part of your body. That would be either your thighs, your butt or your hips. Then, the elastic itself would be your waist measurement plus 3″ to allow room for stretch and for sewing overlap within the waist band.
